As a queer, biracial person, Jarrett Smith deeply understands what's at stake in every election. His background led him to become an organizer, where he has devoted his life to building a multi-racial and inclusive voter base in Philadelphia that has the power to elect candidates who truly represent the needs and priorities of working families.Jarrett is currently the Legislative Director of SEIU Healthcare Pennsylvania, which represents 40,000 essential workers across the state in homecare, nursing homes, and hospitals. In his role, Jarrett is responsible for advancing the policy goals of caregivers and healthcare workers engaging union members in political action. In 2022, Jarrett helped lead the efforts to win safe-staffing ratios in nursing homes, and helped deliver over $600 Million in recurring Medicaid funding for bedside care.Prior to joining SEIU, Jarrett led a statewide youth voter engagement program with NextGen America. In 2020, the Philadelphia City Commissioners Office relied on over $12 million of private funding to administer the election. Yet, Harrisburg has since banned the use of this funding – meaning that the office is going to have to advocate for and deliver significantly more state and local funding in the future. As the Legislative Director of SEIU Healthcare PA, Jarrett won over $600 million in recurring funding for nursing home workers and is uniquely qualified to deliver the funding that Philadelphia deserves.

Elections must be fully funded by the state and local government.

FUND ROBUST ELECTIONS

As an organizer, Jarrett understands that the messenger is just as important as the message. We should be leaning on community groups that hold relationships with marginalized communities to help inform decisions about how we run elections – and to help ensure that every tool available to voters is being utilized. The City Commissioners Office has already begun some of this work by adding voter materials in six new languages this year, but we need to do more – and that can only be done in close partnership with the communities impacted.

Our elections are our fundamental right to democracy. Philadelphia voters are entitled to full transparency in the functions of the office, in compliance with the PA Sunshine Act. Jarrett will ensure that decisions that impact how our elections are run will be public and will include the input of community stakeholders. Jarrett will also make sure that data around election results, voter registration, and turnout statistics&nbsp;are easily accessible, presented in a way that is useful for voters, and shared expeditiously.

Voters are entitled to full transparency when it comes to the administration of their elections.

IMPROVE TRANSPARENCY

Having the right to vote isn’t enough – voting must be easy and accessible for all. As Commissioner, Jarrett will work to increase the accessibility and consistency of drop boxes and satellite voting locations to ensure every community across Philadelphia has equal access to the ballot, instead of having only one early vote site at City Hall. Additionally, Jarrett will prioritize locations that are near public transit and available consistently for each election, with night and weekend hours.

Voting should be easy -- and accessible -- to all.
